Creating such an application for one mobile platform requires 600 to 1200 development hours and costs between $15,000 and $30,000.
Such apps include such advanced features as audio and video processing, real-time data synchronization, a large volume of custom animations, integration with a high number of third-party services, back-end development, work with VR/AR platforms, several user types with different roles and permissions, enhanced security features, and more.
On top of that, such apps envision many screens and a lot of rich media content. Such projects are not only technically complicated but are also large in essence.

Mobile app development team composition
